Students Grievance Cell

Government General Degree College at Pedong has initiated Student’s Grievances Redressal Cell/Committee as per the guidelines set by the University Grants Commission to redress the grievances of the students relating to academic and non-academic matters. The committee aims to make the institution student-friendly and to provide them access to immediate resources to have their grievances redressed. The students of GGDC have open and equal access to raise their concerns which falls under the scope of the college through suggestion box/complaint box or directly approach the committee members. The college values the opinions and feedback of its students and strives to address their concerns in a timely and effective manner. GGDC has zero-tolerance for any form of illegal, inappropriate or any kind of action against the college’s Code of Conduct.

Objectives

  • To provide students with easy and trustworthy forum for raising any kind of grievance.
  • To cultivate a proactive and responsible approach in managing student grievances.
  • To maintain a harmonious educational atmosphere in the institute.

Mechanisms for Student’s Grievance Redressal Cell

Students who are dissatisfied or have any kind of grievance can choose to submit a complaint through a designated form and drop them in a Complaint Box that is installed in the left staircase landing of the college building, or, the aggrieved student/students can directly meet with the relevant committee. The Complaint box is opened bimonthly in the presence of the chairman and committee members. Should any grievance be presented, they will be addressed based on their level of seriousness.

The committee adheres to the guidelines as provided by the University Grants Commission (UGC). Grievances concerning the departments are resolved at the departmental level. In the event of complaints regarding grave issues, the committee arranges a meeting between the complainant and the accused parties, and the committee shall proceed to hear and settle the matter judiciously. Decisions made by the committee are final. It is ensured that the resolution meets their satisfaction and, if required, ensures confidentiality. However, the committee does not deal with cases beyond its jurisdiction.

The Grievances Redressal Committee of Government General Degree College at Pedong is comprised of the following members for the academic session 2023-24. The principal (OIC) holds the position of Chairman, while the Ex-officio Secretary is the Teacher’s Council Secretary. The committee also nominates one student’s representative as per the UGC guidelines who acts as a facilitator to communicate the grievances.

Annual Report

Government General Degree College was established in the year 2015, and that same year, Grievances Redressal Cell, GGDC was formed as the Student’s Affairs and Discipline Subcommittee Committee to provide a platform to the students to raise their concerns, complaints and grievances. Duringthe initial years of its establishment, students were encouraged to directly approach the committee members to raise complaints, and therefore, the primary concerns in these years focused on the urgency of completing the college building, ensuring provision of adequate washrooms and the necessity for additional classrooms.

2019-2020

First semester students were introduced to the Grievance Redressal Cell during their Orientation Programme. A meeting of the committee was held on 21.09.2019. No complaints were received this time. Another meeting was called on 13.12.2019 to address the issues raised by the students. The grievances included the absence of a canteen facility on campus and inadequate medical facilities and suggested for having infirmary on campus. The OIC stated that he will attempt to find a solution to the raised complaint/suggestion.

No meetings were held during the academic session 2020-2021 due to Covid- 19 pandemic and imposition of lockdown.The2021-2022 session was also partially affected by Covid- 19, bringing a halt in college activities.

 

2022-2023

The Convener of the Grievances Redressal Committee in the session 2022-2023 was Prof. Rippandi Lepcha. The committee members comprised Prof.Laxuman Sherpa, Dr. Barun Adhikary, Prof. Md. Minarul Saikh, Prof. Dipesh Lama, Prof.Sajad Ali, Dr. Yousuf Ali and Prof. Pema Jangmu Lepcha.A meeting of the committee was held on 17.08.2022 at 2.30pm in the staff room. Due to the absence of complaints, the committee considered organizing an awareness campaign to inform the students about the grievance redressal mechanism and encourage its utilization.

The committee called for another meeting on 05.11.2022 to deliberate on the appropriate course of action in response to the complaints raised by the students. The meeting was chaired by the Officer-in -Charge, Prof. Navin Poudyal. The complaints/suggestions as registered in the complaint box consisted of:

  • Request for easy access and convenient disposal of sanitary napkins for girls.
  • Request for frequent cleaning of toilets.

The OIC stressed on the need to redress these matters immediately and inquired about the possibilities of getting sanitary napkin vending machines and incinerators for the girl’s washrooms.

The committee then met on 28.06.2023 to review the new UGC Regulations, 2023 designed to simplify and enhance the grievance process. The latest guidelines override the former UGC Regulations,2019, and mandates that every higher education institution create a Student’sGrievances Redressal Committee(SGRC) and assign an Ombudsman. The OIC emphasized the importance of promptly implementing the most recent regulations and take necessary action.

Overall, the establishment of the Grievance Redressal Cell demonstrates GGDC’s commitment to providing a safe and inclusive campus environment where students can voice their concerns and have them addressed effectively.
